Himachal Pradesh, with its intricate mountainous topography, rich yet fragile ecosystems, and economy deeply intertwined with natural resources, faces unique developmental challenges. To effectively address these, the state established the Aryabhatta Geo-Informatics & Space Application Centre (AGiSAC). Inaugurated following a Memorandum of Understanding signed with Bhaskaracharya Institute for Space Applications and Geo-Informatics (BISAG), Gujarat, in April 2011, AGiSAC operates under the Himachal Pradesh Council for Science, Technology & Environment (HIMCOSTE). It serves as the nodal agency for applying cutting-edge space technology and geo-informatics, aiming to facilitate sustainable development and improve the lives of its citizens.

Significance of AGiSAC:
AGiSAC’s significance stems from its ability to provide precise, spatially referenced data and analytical tools crucial for informed governance and resource management in the Himalayan context.
· Evidence-Based Planning and Decision-Making: AGiSAC integrates data from remote sensing, Geographic Information Systems (GIS), and Global Navigation Satellite Systems (GNSS). This robust data foundation enables scientific planning and informed decisions across various government departments. For instance, it aids in identifying optimal sites for new infrastructure or for efficient land use planning.
· Integrated Resource Management: For a state heavily reliant on natural resources, AGiSAC’s role in inventorying, mapping, and monitoring forests, water bodies, and land use patterns is paramount. This allows judicious utilization and proactive conservation. For example, it provides accurate data for monitoring forest cover, assessing forest health, or tracking glacier extent, crucial for watershed management.

A prime illustration is the geo-referencing of land records by the Revenue Department, making transactions more transparent and reducing disputes.

· Climate Change Adaptation and Disaster Preparedness: Given Himachal’s high vulnerability to climate change impacts like glacier melt, floods, and landslides, AGiSAC provides critical data for vulnerability assessment, early warning systems, and adaptation strategies. For instance, mapping landslide-prone zones aids proactive disaster planning and real-time monitoring assists early warnings for communities.

AGiSAC provides a comprehensive range of geospatial services, primarily categorized as:
· Geo-Informatics & Database Creation: Conceptualization and organization of multi-purpose common digital databases for sectoral and integrated decision support systems.
· Remote Sensing Applications: Inventory, mapping, developmental planning, and monitoring of natural and man-made resources using satellite imagery (e.g., land cover/land use change analysis, crop health monitoring).
· Global Navigation Satellite System (GNSS) Applications: Providing location-based services, geo-referencing, and supporting engineering applications and research.
· Cartography & Photogrammetry: Creation of thematic maps, value-added maps, Digital Elevation Models (DEMs), and analysis of terrain characteristics.
· Software Development: Development of user-friendly desktop, web-based, and mobile applications for various government departments and stakeholders to facilitate tracking, monitoring, and data analysis.
· Alerts & Advisories: Developing applications for disseminating crucial information, early warnings (e.g., forest fires, floods), and seasonal advisories to field functionaries and citizens.

For Jal Shakti Vibhag, it aids GIS-based planning of water conservation structures and monitors water bodies for irrigation and supply, supporting initiatives like “Catch the Rain.”
